The Public Management and Finance Law (2005 Revision) (PMFL) establishes the rules by which the annual budget and related reports must be prepared.

Section 14 of the PMFL specifies the principles of responsible financial management which includes restrictions on borrowing and cash reserve requirements.

The five phases of the Government’s budgeting process are detailed in Sections 17 through 22.
